Prep: Preheat oven to 350°F. Line a 9x5 loaf pan with parchment paper or grease well.
Mix the Meatloaf: In a large bowl, combine ground beef, breadcrumbs, eggs, bell pepper, jalapeño, onion, onion powder, garlic powder, all-purpose seasoning, milk, Worcestershire sauce, salt, and pepper. Mix gently with your hands until just combined - don't overmix.
Shape: Press mixture into prepared loaf pan, shaping into a rounded loaf. Make a shallow well down the center for even cooking.
First Bake: Bake for 45 minutes.
Make Glaze: While meatloaf bakes, mix 3/4 cup BBQ sauce with brown sugar and apple cider vinegar.
Glaze and Finish: Remove meatloaf from oven, brush with half the BBQ glaze. Return to oven for 15-20 minutes until internal temperature reaches 165°F.
Rest and Serve: Let rest 10 minutes before slicing. Serve with remaining BBQ sauce.
